Action Concept 2025 – 2027

What is an action concept?

The action concept shows what the BENN team in the Allende district is planning and what goals it pursues. It is updated every two years and forms the basis for the team’s work in the neighborhood. The current action concept was developed in the first half of 2025 together with many people from the neighborhood, the district office, and the Senate Department for Urban Development, Building, and Housing.

The BENN team took a close look: What moves the people in the neighborhood? What works well, and where are there problems or wishes? The answers come, for example, from conversations, events such as the Neighborhood Forum, or from experiences of recent years.

The goal of the action concept is to strengthen community life in the neighborhood. Everyone should be able to participate, feel comfortable, and contribute. The concept describes which projects and ideas BENN wants to implement — for example, to promote more encounters, participation, and better neighborly relations. To achieve this, there are four thematic areas:

  • Encounters and active togetherness
  • Empowerment and participation
  • Communication and dialogue
  • Networking and neighborhood development

The action concept is a practical plan for BENN’s work and an invitation to all people in the Allende district to make a difference together. This brochure provides an overview of the most important contents and goals of the concept for the years 2025 to 2027.
